1y-old daughter with strong constipation

Hi, my daughter (1 year old) has been constipated on and off for the last couple of months. This despite me giving her lots of water, vegs and fruit every day. When she poos, it must hurt her so much (her stool is very hard) that now she tries to hold it in, with the result that it hurts her even more.
We tried adding lactulose to her drinks. It helps, but seems to disturb her and doesn't solve the problem 100%. Thanks

PLEASE GIVE HER CASCARA SAGRADA-Q 15 drops per dose morning and evening. On improvement one dose day for a week or so.
