This is just a forum. Assume posts are not from medical professionals.
Your mother’s ulcer is due to her Diabetes which you are treating with Insulin and Metformin. It seems to me that these 2 drugs are not effective to help her as your description of her current condition seems to be desperate. You will have to consult a doctor, preferably a specialist in treating Diabetes to increase her dosage of Insulin and treat her immediately on an URGENT basis as her condition as described by you seems dangerous.

You can in the meanwhile give her Arnica 6c in the Wet dose taken thrice daily as it will help her Diabetes and also increase the blood flow to her legs which will help her to recover soon.

The Wet dose of any Homeopathic remedy is made as follows:

Order the remedy in the Liquid pack in Alcohol, also referred to as Liquid Dilution in a bottle preferably with a dropper arrangement.
Get a 500ml bottle of Spring Water from the nearest supermarket.
Pour out about 3cm of water from the bottle to leave some airspace.
Insert 3 drops of the remedy into the bottle and shake the bottle hard at least 6 times before you sip a capfull of the bottle or a large teaspoonful which is the dose.
Shaking the bottle hard is homeopathic succussion and this enhances the effect of the remedy on the user.

Do not use Coffee, Cola beverages, preserved foods like sausages, ham and bacon as they contain Saltpeter.

It seems to me that your mother’s case has been badly mismanaged so far as her dosage of Insulin and drugs has been far too low to have been sufficient to control her Blood Sugar levels for many months in the past. I believe that this is the reason for the request by your doctor to amputate her finger. This can only occur when the patient’s BS levels are completely out of control.

I do hope and pray that the Arnica therapy I have prescribed together with the increased dosage of Insulin, can help your mother who is only 53 years of age to stabilise her BS levels within reasonable limits.
